Padre Dam Municipal Water District (“Padre Dam” or “District”) is requesting proposals from qualified, competent and experienced Vendors to provide Laboratory Information Managements System (LIMS) software and implementation services as set forth in this Request for Proposals (“RFP”), in compliance with all applicable laws, regulations, policies and procedures. Firms submitting proposals must be prepared to enter into a service agreement (“Agreement”) for the provision of software, services, and duties as set forth in this RFP. Padre Dam desires to purchase both software licenses and implementation services as part of this RFP.

The LIMS will be used to manage the laboratory information and processes associated with the wastewater treatment, water and recycled water distribution, and wastewater collection systems within the District to fulfill regulatory compliance requirements, and to support special projects and studies. The ideal Vendor will have experience with implementing and supporting LIMS in water and wastewater agencies, preferably within the State of California. This RFP seeks to identify the highest value LIMS provider that offers the greatest value. Respondents need to demonstrate that they possess the organizational, functional, and technical capabilities to perform the services and meet or exceed the requirements and service levels specified herein. Firms should also differentiate themselves from competitors and be clear what services are being offered for the quoted cost.

Padre Dam will consider proposals from single suppliers or from multiple suppliers working as a team. In the event multiple suppliers submit a combined proposal, Padre Dam expects there will be one primary contact who will be responsible for the whole project and for coordinating the services and/or software of the other suppliers.
