Our Integrated Facilities Plan (IFP)
Aging water and wastewater infrastructure is a looming crisis in communities throughout the United States, and right here in San Diego County, where sewage spills and beach closures can severely affect our tourism economy.

Water and wastewater management is a capital intensive industry, which most people don't know because most of the capital is underground. Padre Dam's infrastructure represents a historical investment of over $150 million, and it would cost many times that amount to replace the system in today's dollars. 

To protect that investment, our water supply and our environment, we invest 22% of water rates and 17% of sewer rates in capital replacement, and we complete $4-6 million in capital replacement annually. Why do we care so much? Because the quality of life we enjoy now, and 50 years from now, depends on it.

Approved by the Board of Directors in February 2002, our Integrated Facilities Plan (IFP) is a $240 million master plan for the infrastructure development, maintenance and repair needed to provide our customers with reliable, safe, high quality water, wastewater and recycled water services for the next 30 years and beyond. The IFP encompasses 14 planning elements not generally found within one document, including financing strategies. The bottom line result of this interdisciplinary, integrated approach is $140 million in projected cost savings compared to Padre Dam's 1990 capital improvement plan.
